Viability study and technical specifications for the management of Polytechnic University of Catalonia sports facilities

Assessment for changing the management model of Polytechnic University of Catalonia sports facilities, with economic and financial viability study and subsequent technical specifications drafting that would regulate the public tender

The Polytechnic University of Catalonia (UPC) has a Sports Service with different sports facilities on its campuses. In the city of Barcelona, ​​it has two facilities: the one located on the North Campus, the main one, which has a multi-sports pavilion and different rooms for practicing fitness and carrying out directed activities, and the one located on the South Campus, which It consists of a fitness room and a room for directed activities.

These facilities, until the time of the preparation of the study, were managed directly by the UPC through the provision of services in a specialized company. The objective of assisting this process was to assess the possibility of outsourcing the entire management of the facilities, based on the completion of an economic and financial feasibility study of the exploitation of the spaces.

Carrying out this viability study was the starting point for evaluating the outsourcing process, where it was concluded that the facilities could be viable basing on a series of actions, optimizing uses and profitability. Obtaining this positive result confirmed the possibility of establishing an indirect management model through a public service concession.

To tender this management indirectly, it was required to prepare a list of specific technical clauses for this facility, which was attached to the viability study. This specification, made by Itik Consulting with UPC management, include all the necessary elements to go out to tender. For its elaboration, work sessions were held with those responsible in sports, technical and administrative fields, to collect all the current and future needs of the sports facilities.
